Brief Description

A-110 provides guidance to Federal agencies on the administration of grants to and agreements with institutions of higher education, hospitals and other non-profit organizations including standards for obtaining consistency and uniformity in the agencies’ administration of those grants and agreements. A-110 applies primarily to “assistance agreements” (grants and cooperative agreements), not contracts. Except as provided, the standards are applicable to all Federal agencies. If any statute specifically prescribes policies or specific requirements that differ from the standards provided in this part, the provisions of the statute shall govern.

The provisions of sub-parts A through D shall be applied by Federal agencies to recipients:
A.  General
B.  Pre-award requirements

C.  Post-award requirements

  • Financial and Program Management
  • Allowable costs
  • Property standards
  • Procurement standards
  • Reports and records
  • Termination and enforcement

D. After-the-award requirements

Recipients shall apply the provisions of those sub-parts to sub-recipients performing substantive work under grants and agreements that are passed through or awarded by the primary recipient, if such sub-recipients are organizations described in paragraph (a) of this section.

A-110 does not apply to grants, contracts or other agreements between the Federal government and units of state, local governments and Indian tribal governments covered by OMB Circular A-102, “Grants and Cooperative Agreements with State and Local Governments” and the Federal agencies’ grants management common rule which standardize the administrative requirements Federal agencies impose on state and local grantees.
In addition, sub-awards and contracts to state or local governments are not covered by this part. However,
this part applies to sub-awards made by state and local governments to organizations covered by this part.
