Brief Description

The 45 CFR Appendix E contains the principles for determining allowable and unallowable costs (direct and indirect) applicable to grants, contracts and cooperative agreements (often referred to as “sponsored agreements”) with hospitals. It was originally prepared by the U. S. Department of Health and Human Services (DHHS) and included in its publication OASC-3 Based on recommendations by the DHHS Office of Inspector General, the cost principles were separated from OASC-3 and published in 45 CFR Appendix E. It is typically incorporated into a sponsored agreement by reference, either in the award document or in governing Federal agency regulations. Once incorporated it becomes an official “compliance” document.

The 45 CFR Appendix E Does not apply to academic health centers and their affiliated hospitals.
